Dy. Speaker, Goa Legislative Assembly, Michael Vincent Lobo was born on Goa’s Revolution Day, 18th June 1976 in an ancestral Portuguese colonial-era village of Parra, Bardez Taluka, District North Goa, Goa, to Melchiades Vincent Lobo and Almira Lobo.
At a very early age, Michael learnt that only hard work can help him climb the ladder of success. He supported his education by working as a dishwasher in a small bar in Panaji. His perseverance and hard work led him to be promoted as an Assistant Manager in the same restaurant.
Public & Social Life
A turning point in the life of Michael Lobo was the Golden Youth Social Service Organisation of Goa which he founded and helped to promote at the age of 14. From then on, Michael began to actively help the needy. His passion for social work instantly became a hit with village people whom he used to help with their small issues. Soon people from neighbouring villages started flocking to Michael's residence in Bhatti Vaddo, Parra seeking his assistance. Michael found great joy in helping them. He was also the Secretary of Parra Citizens Forum. Michael supports educational expenses of more than 300 needy children and youth. "Our youth are our future. If our future needs to be bright we have to nurture our youth," says a visionary Michael.
Helping the people with trivial issues gave Michael the confidence that he could address bigger issues affecting the people. Backed by family, friends and his admirers, Michael decided he needed a bigger and better platform to reach out to more people and solve much greater issues. He decided to take the plunge in politics.
As a political novice, Michael began working in Saligao Constituency. Michael soon got noticed by national party BJP who encouraged him to stand for Zilla Panchayat elections. As it happened, Michael got rewarded for his hard work and social work. He got elected as Zilla Panchayat Member from Saligao Constituency in 2010.
His work ethic and selfless dedication towards addressing pressing social issues as a Zilla Panchayat Member not only won him accolades but also got recognized by BJP CM Candidate Manohar Parrikar. In 2012, Michael was appointed as the block president of Calangute BJP and subsequently chosen by the National Party as its candidate from Calangute Constituency. Despite a tough contest, Michael was able to unseat the 2-time incumbent MLA from Calangute Constituency, Agnelo Fernandes.
His victory brought him more laurels. Soon he was appointed as North Goa BJP President and made the Chairman of North Goa Planning and Development Authority (NGPDA). There has been no stopping him since then.
In 2017 Assembly Elections in Goa, when the rest of the BJP MLAs found it difficult to retain their seats, Michael cruised to victory riding on his developments. He played a pivotal role along with former BJP President Nitin Gadkari in helping Goa BJP stitch an unlikely alliance with other regional parties to form the next Government. He is now currently serving as the Dy. Speaker, Goa Legislative Assembly and once again appointed as Chairmain of North Goa Planning and Development Authority (NGPDA). His constant focus on cleanliness made the CM appoint him as a Director of Goa Waste management Corporation, a body responsible for collecting accurate data about the garbage generation and segregation across the state.
In 2019, Michael Lobo's efforts in helping Goa BJP to form the Government in the State, saw him being finally rewarded with a Cabinet Berth. Goa CM Dr. Pramod Sawant made him a Minister for Science and Technology, RDA, Ports and the newly created ministry Waste Management. Upon taking charge, Michael vowed to solve the issue of solid waste management in Goa.
The Undisputed King of Calangute
On 13 June 2017, Michael wrested control over all 4 Panchayats in Calangute Constituency in the Village Panchayat Elections held on 11 June 2017 in Goa. Calangute, Candolim, Arpora-Nagoa and the once invincible Calangute voted for panels put up by Michael. As Michael said, it is the victory of the people. “People wanted freedom from corruption and extortion and hence they have voted my panels in all panchayats,” he said adding, “It is the victory of the people. Victory of good over evil!”
Michael - The MLA
Under Michael's astute leadership, Calangute constituency has undergone a sea change, not seen in the past 30 years.
- Roads have been widened and hot mixed, footpaths have been built, parking lots have been developed, accident prone roads have been widened thus helping in smooth traffic flow.
- Calangute which is the major tourist attraction in India is now upgrading its tourism infrastructure thanks to MLA Michael Lobo.
- Calangute beach promenade, changing rooms and toilets have been constructed at these beaches.
- Parking and entertainment zones, footpath at Baga have been built. Bunds have been erected, new bridges have been built connecting critical points in the villages.
- Taking due cognizance of the need of proper healthcare facilities, a health centre at Parra has also been built that caters to the needs of people from Calangute constituency and surrounding areas.
- Sewerage Network in the constituency has been almost completed.
- Due to efforts of MLA Michael Lobo, Goa got First-of-its-Kind Waste Management Plant. This Garbage Plant will solve garbage problem of coastal villages of North Goa.
- Michael Lobo also fought against starting of Playboy Club and also went for hunger strike thus forcing government to close down illegal night clubs and dance bars that had flourished due to nexus between some anti social elements.
Michael Lobo - Minister for Science&Technology, RDA, Ports and Waste Management
Michael's elevation as a Cabinet Minister has seen him shift into a higher gear. He has already been instrumental in passing key legislations in Goa legislative Assembly.
- Goa Shack Policy 2019-22 approved, thanks to timely follow up by Michael Lobo. This has benefited thousands of people who run the shacks or are employed in these shacks.
- Amended the Registration of Tourist Trade Act to take on badly-behaved tourists as well as illegal online service providers. Impromptu alcohol-fuelled beach parties will no longer be tolerated. People found creating nuisance like drinking in public or cooking in the open will be fined.
The visionary leader is also a team player. In 2013, he campaigned for the party's candidates in Mangalore during the 2013 Karnataka legislative assembly election, and met the Bishop of the Roman Catholic Diocese of Mangalore Aloysius Paul D'Souza for his endorsement.
In 2017, despite being a 2-time MLA, Michael sacrificed his opportunity to become a minister to see his party form Government in Goa once again. It assumed even more significance considering that Michael was chiefly responsible for bringing the allies together to stitch an alliance despite glaring differences.
In 2016, Michael was conferred with the Ideal Youth Legislature Award (Yuva Vidhayak Puraskar) by Bharatiya Chhatra Sansad Foundation and MAEERs MIT School of Government Pune.
In 2017, Michael was honoured by Gulab Magazine, the popular Konkani Monthly and Fr. Freddy J.Da Costa Memorial Trust bestowing on him the Award of “GULAB MAN OF THE YEAR” for his performance in social and political field.
Michael Lobo is married to Sancha Delilah Lobo, and together they have two children. Delilah is the Sarpanch of Parra village. Despite his hectic schedule, Michael takes keen interest in Sports and Cultural activities. He is a huge fan of Goa's ISL team FC Goa. He also supports local teams in different sports disciplines. He also financially supports budding sports talent irrespective of whether the person belongs to his constituency or not. Michael is also a generous supporter of many cultural activities. People from various sections of the society come to him with their pleas and they never return empty handed.
Man With A Vision
Michael Lobo's visionary leadership has set him apart. Working with imagination, insight, and boldness Michael envisions a new dawn for Goa. His ability to inspire his followers to move together towards a shared view of the future has been the envy of his critics. Michael wants to see a Clean & Green Goa. Echoing PM Narendra Modi's sentiments on reversing 'brain drain' into 'brain gain', Michael has been emphasizing on retaining local talent and encouraging youth to take up jobs in Goa. A true Goemkar, Michael has been a staunch advocate of jobs for Goan youth and has been vocal about 'Make in Goa for Goa'. He dreams of making Goa a model state of India.
